How to balance TinyPortal panels

My question is in the picture below

I'm not 100% sure, but I think it's this:
<td width="100%" align="left" valign="top" style="padding-top: 10px; padding-bottom: 10px;"><div class="smalltext" style="float: right; margin: 10px 10px 0 0;"></div><br style="height: 2px; clear: both;" />
You see the <div class="smalltext" style="float: right; margin: 10px 10px 0 0;"> ? Change that first 10px to 0 and see what that does. If that's not it, try changing the padding-top: 10px in the <td> to 0px and see how that works. This should all be in your index.template.php btw, just not exactly sure where. It may be labeled as a specific TP part.
